Battery Russell is part of Fort Stevens in Hammond and was a military installation that was built during the Civil War era. During that time, the fort did not have much use, but it did see some action during World War II. It was then when the Japanese were positioned off the coast of Oregon and managed to fire at the Battery Russell and successfully sustaining damage. Stories say there were many casualties because of this and some witnesses have reported seeing the ghost of a soldier wandering around the grounds. It is still unsure if the ghost is a World War II-era soldier or someone from an earlier time period.
